Her Norwegian descent surfaces through Scandinavian phrases like "ha det bra" (goodbye) and "deilig" (delicious). She has a younger sister, Fremea Seivelun, whose existence was unknown to Frenda's teammates in Item before her death. Frenda maintained a personal hideout within the Dianoid shopping mall, concealing aspects of her life separate from her dark side activities.

Physically petite, Frenda stands approximately 155 cm tall with blonde hair and blue eyes. Her signature outfit typically features a black sailor top, pleated skirt, dark pantyhose, pumps, and a beret, with early appearances specifically noting a "Girl Breeze" sailor dress and "Angel Halo" beret. Despite this intentionally cute design contrasting her eventual fate, she proves a formidable combatant.

Frenda exhibits a multifaceted personality. On missions, she displays ruthlessness and bloodthirstiness, often declaring targets were "destined to be killed" by her. She employs humorous remarks as combat diversions, pairing cunning tactics with concealed weaponry. Outside work, she engages in ordinary teenage pursuits like shopping and prizes her legs as her "pride as a woman." Highly sociable, she maintains thousands of connections across Academy City’s dark and normal sectors, preparing birthday gifts for acquaintances such as Kanou Shinka, whom she treats like a younger brother. However, she also demonstrates selfishness and treachery, willing to betray comrades like Item to ensure her survival. Her speech is frequently punctuated by the verbal tic "kekkyoku" (translated as "basically" or "in the end").

As a Level 0 esper, Frenda compensates with expertise in close-quarters combat, agility, and intricate trap-setting. She utilizes explosives and custom gadgets, deliberately avoiding remote-controlled devices against electromasters like Mikoto Misaka to prevent counterattacks. Her diverse arsenal includes doll bombs, electrical igniters, tape-like explosives, anti-tank missiles hidden in her skirt, a perfume bottle filled with the explosive gas Ignis, and a concealed stiletto in her left shoe. Her narrative arc spans key events. During the Sisters Arc in "A Certain Scientific Railgun," she confronts Mikoto Misaka, showcasing tactical ingenuity and suffering a near-fatal encounter with her own trap that almost severed her lower body. The Dream Ranker Arc explores her complex relationship with Saten Ruiko; initially viewing Saten as a "meal ticket," Frenda later protects her from Rakko Yumiya, forming a tentative bond and promising a mackerel visit—a promise left unfulfilled. In "A Certain Magical Index" (Volume 15/Battle Royale Arc), under duress from SCHOOL’s Kakine Teitoku, Frenda betrays Item. This betrayal leads Mugino Shizuri to hunt and kill her using Meltdowner, bisecting her at the waist.
