Description
Charles Phipps is a character from the Black Butler series, playing a notable role in the Book of the Atlantic film adaptation. He holds the position of a Private Secretary Officer and butler directly under Queen Victoria, and he possesses the rank of Earl. Phipps and his counterpart, Charles Grey, are collectively known as the Double Charles duo, and they often work together on assignments for the Crown.

In terms of appearance, Phipps is a tall young man with short, tousled silver hair and a distinguishing mole on the left side of his chin. He wears a distinct white uniform consisting of a double-breasted jacket and a black tie, accented by a specific arrangement of cords around his torso and shoulder. He also wears a brooch featuring a profile of Queen Victoria and carries a rapier on his left hip.

Phipps has a calm, reserved, and apathetic demeanor, which stands in stark contrast to the more volatile personality of his partner, Charles Grey. Of the two, Phipps is the more serious and solemn, approaching situations with a pragmatic and objective perspective. His defining characteristic is his unwavering loyalty to Queen Victoria; he believes her orders are absolute and focuses on executing his tasks precisely as instructed, without unnecessary deviation or interference in matters that do not concern him.

Unlike Grey, who is quick to fight, Phipps generally refrains from engaging in combat, preferring to observe. For example, during the Circus Arc, he watched his partner confront others without joining in and even helped an opponent up after they had been knocked down. He is, however, exceptionally skilled and fast when the situation demands it.

Phipps embodies the ideal of a top-class butler. He has a catchphrase he uses to declare his capabilities: that a first-rate butler must be able to handle any kind of situation. True to his word, he is a versatile individual with many talents. He enjoys cooking and painting and has an aptitude for art. He is also particular about cleanliness and order, once using his excellent sewing skills to mend a torn hat. One of his most unusual abilities is playing a flute that can charm and control snakes, a skill he demonstrated during the Easter Egg Hunt event. Despite his serious nature, he has a fondness for cute things, a trait he shares with Elizabeth Midford. He later keeps the baby chick that hatched from the fertilized egg that caused his team's disqualification during the Easter Egg Hunt, and it can often be seen perched on his shoulder or head as a fully grown chicken.

Regarding his background, Phipps and Charles Grey attended and graduated from Weston College together. As a young man, he witnessed a fencing match where Elizabeth Midford was revealed to be a sword-fighting prodigy. In the Book of the Atlantic film, Phipps appears as a passenger on the Campania, the luxury liner where the story takes place; however, this appearance is an addition for the movie, as the Double Charles were not originally present in the manga adaptation of this particular arc. Throughout the series, his role is primarily as an agent of the Queen, observing key events such as the aftermath of the Noah's Ark Circus case and delivering messages to Ciel Phantomhive.
