He possesses a lanky physique, short blond hair, and distinctive yellow eyes. His eccentric style typically features an unbuttoned pink aloha shirt, dark cargo shorts, and sandals resembling Japanese geta, complemented by accessories like an earring and necklace with inverted crosses.

He serves as a neutral "balancer" in supernatural conflicts, prioritizing equilibrium over direct intervention. During Koyomi Vamp, he intervened to save Koyomi Araragi from three vampire hunters, orchestrating one-on-one duels for the retrieval of Kiss-Shot Acerola-Orion Heart-Under-Blade's limbs and charging a fee of 2,000,000 yen. He secretly possessed Kiss-Shot's heart, later giving it to Araragi without cost as atonement after Guillotine Cutter kidnapped Tsubasa Hanekawa—an outcome he did not anticipate. His solution to Araragi’s vampirism involved weakening Kiss-Shot to near-death, creating a compromise where both existed in a quasi-human and quasi-vampire state; he described this as making "everyone equally miserable."

Oshino graduated from Shinto studies in college but never became a priest, retaining proficiency in Shinto rituals as demonstrated when performing a ceremony for Hitagi Senjougahara. During university, he belonged to the Occult Research Club alongside Yozuru Kagenui, Deishuu Kaiki, Tadatsuru Teori, and Izuko Gaen, contributing to the creation of the artificial human Yotsugi Ononoki. Philosophical discussions within the group revealed his stance on valuing both "real" and "fake" entities equally, reflecting his commitment to balance—a view contrasting with Kagenui's preference for authenticity and Kaiki's focus on forgeries.

His methodology emphasizes self-reliance; he consistently states, "I’m not going to save you, just lending a hand. Only you can save yourself." This principle was evident when assisting Senjougahara: he subdued the crab oddity but required her to negotiate with it herself. He later left town abruptly after warning Araragi not to depend on him, though he returned during the Ougi Dark arc. Retrieved from Antarctica by Hanekawa, he helped dispel the Darkness by acknowledging Ougi Oshino as his niece, symbolically affirming her existence to restore balance.

Despite his laid-back demeanor, Oshino possesses significant strength, such as blocking simultaneous attacks from three vampire hunters and stealing Kiss-Shot's heart undetected. He rarely uses his abilities for personal gain, adhering to a philosophy that true goodness requires the power to choose not to act selfishly or destructively.
