Garuda is a young agent of the government organization known as the Monarchy. He is approximately the same age as Yonna, and his primary mission is to infiltrate an isolated fortress to retrieve her, as the government believes her magical abilities could benefit society.

He is sent on this mission alongside another agent, Piggot, though they operate under separate instructions. While Piggot attempts negotiation, Garuda takes a more direct approach and immediately confronts Yonna. Her desire to remain in the fortress due to past persecution surprises him.

Despite his mission objectives, he chooses to honor Yonna's own wishes. He defies his direct orders from the Monarchy and allows her to remain free instead of taking her to headquarters. He makes this decision fully aware that disobeying the government could bring severe consequences upon himself.
