Description
Fujiko Tsubomi, a high-level esper, founded the esper welfare organization B.A.B.E.L. (Base of Backing ESP Laboratory). Born into privilege in imperial-era Japan, she defied traditional expectations for women to forge her own path. Her father, a baron, adopted the orphaned Kyosuke Hyobu, raising them as siblings. Fujiko urged Hyobu to embrace his latent esper abilities rather than suppress them. Both later enlisted in the military's Special Esper Unit under Commander Eiji Saotome during World War II, where Fujiko sought purpose for her powers. The unit formed a found family, shattered when a government-ordered massacre killed most members. Fujiko escaped; Hyobu survived an assassination attempt and dedicated himself to vengeance.

Unlike Hyobu, Fujiko forgave the government and collaborated to establish B.A.B.E.L., creating a sanctuary for espers under official oversight. This ideological rift made them rivals, particularly after Hyobu killed early B.A.B.E.L. members. Despite this, Fujiko retains deep concern for Hyobu, viewing him as a younger brother and worrying about his failing health. She sometimes cooperates with him against mutual enemies like the criminal syndicate Black Phantom.

Fujiko wields Level 7 abilities in psychokinesis, psychometry, and teleportation, honed by wartime experience, placing her among top espers like Hyobu and Hanzo. To preserve her youthful appearance, she controls bodily functions via hibernation and absorbs life energy through physical contact, usually kissing. This process gradually bleached her hair from chestnut brown to white, though she maintains the physique of an 18-year-old. Her power enables her to single-handedly defeat formidable espers, including "The Children."

Her personality mixes charm with manipulation. She adapts her demeanor fluidly—shifting from playful immaturity to serious leadership or flirtatiousness—often leveraging her appeal to extract information from authorities. She shows caring loyalty to allies but can be capricious and bossy. In youth, she displayed irreverent competitiveness, frequently embarrassing comrades while remaining deeply charismatic. Unspoken romantic tension existed with teammate Seishiro Uzumi, bonded by shared intellectual pursuits like chess.

Later, Fujiko confronts significant challenges. During a high school incident, Black Phantom exploits her subordinate Shūji Sakaki to corrupt B.A.B.E.L.'s systems and her mind, twisting her typically upbeat nature into cold cruelty. She exiles Minamoto and Sakaki, authorizing lethal force against "The Children" if they interfere, revealing her underlying vulnerability.

Her name alludes to Lady Fujitsubo from *The Tale of Genji*, aligning with the series' naming theme. She remains central to esper governance, navigating the complexities of ongoing conflicts while upholding her foundational ideals.
