Description
Heisuke Tōdō, Captain of the Shinsengumi's Eighth Division, wields notable swordsmanship despite his youthful look and habitually cheerful demeanor. His personality blends outward friendliness and optimism with hidden emotional complexity; he often masks personal pain or turmoil behind a smile, though his nature as a poor liar makes this concealment difficult. Earnestness and innocence, especially regarding romance, combine with impulsiveness that sometimes worsens situations. He prioritizes moral causes over political allegiance, leading him to leave the Shinsengumi once it answered directly to the shogunate, instead joining the Guardians of the Imperial Tomb. Deep insecurities and self-criticism surface when he believes he has committed significant errors, occasionally triggering depressive episodes.

Born in 1844 as the illegitimate son of a Tōdō domain lord, he received financial support under the strict condition of never seeking acknowledgment or contact. This arrangement collapsed when a trusted friend, during a financial crisis, spread rumors that Heisuke purchased his Shinsengumi rank. The resulting damage to his reputation and focus forced him to resign. He later trained briefly at Itō Kashitarō's dojo before his swordsmanship secured him entry to the Shieikan, where he met future Shinsengumi captains.

His story unfolds across franchise installments. He sustains a forehead injury from Kyūjū Amagiri during the Ikedaya incident, temporarily sidelining him. Later, he undertakes recruitment activities in Edo. He rejoins Itō Kashitarō when Itō enters the Shinsengumi, ultimately aligning with Itō during the faction's split due to trust in his former teacher and doubts about the group's direction. In a subsequent battle, Amagiri inflicts near-fatal wounds, compelling Heisuke to consume the Ochimizu (Water of Life) to survive, transforming him into a Rasetsu (Fury). Despite the physical enhancements, he refuses blood consumption to retain his humanity, enduring severe pain as a consequence.

Three years post-war in "Hakuōki: Ginsei no Shou," he resides with Chizuru Yukimura in her abandoned village. Magical water there helps suppress the Rasetsu corruption ravaging his body, though it confines him due to resulting physical weakness. He maintains his cheerful and adventurous spirit, expressing no regret over consuming the Ochimizu as it enabled his survival and future with Chizuru. He remains conflicted about Kōdō Yukimura, whose Ochimizu research created the Rasetsu but also connected him to others. Learning of pardons for former Shinsengumi members and the survival of comrades like Nagakura and Saitō, he proposes to Chizuru.

Within the OVA "A Memory of Snow Flowers," set between main series episodes, he participates in a Shimabara reconnaissance mission where Chizuru operates undercover as a geiko. His perspective features in one episode, highlighting his protective stance toward her.
