Yozo Torii is the South Edo Magistrate and Lord of Kai. He champions the Tenpo Reforms as a key supporter of Chief Elder Mizuno Tadakuni. Within the Shogunate, Torii faces political opposition, notably from figures like former North Edo Magistrate and current Chief Censor Tōyama Kagemoto. His faction includes retainer Honjō Tatsusuke, who serves as his spy, and Matsue Sote, Honjō's relative with Other World connections who breeds Yokai-like creatures for the Magistrate's task force. Torii's political rival is Atobe Yoshisuke, the financial magistrate and brother of Mizuno Tadakuni. Torii consistently uses his authority to maintain political influence and advance the Tenpo Reforms.
