The Chief Sorceress commands the highest leadership position within the Magical World, yet remains subordinate to "the executives"—long-lived witches who shed their human forms to wield spiritual authority capable of overruling her decrees. Despite being among the youngest of her kind, she seized this role through formidable magical power and ambition, rivaling even her subordinate Itoki. Her enduring resentment toward humanity persisted after the witches' exile, setting her apart from peers who sealed such emotions into Keura. This bitterness crystallized into her conviction: the corrupt human world demanded governance by witches.

She cloaked herself in an image of wisdom, grace, and benevolence, effectively veiling a manipulative and malicious core. This dual nature secured trust, including from Washu, who initially agreed to train magical girls under her guidance. Her manipulation preyed on vulnerabilities, exemplified by her exploitation of Misao Shinohara's insecurities and fragile self-esteem through gifts, effusive praise, and bestowing the title "Maiden of the Dawn." However, her interest proved fleeting; allies like Misao faced immediate abandonment after a single mission failure, disregarding Misao's proven effectiveness against other magical girls.

Her central scheme harnessed Earth's magical girls, particularly Sasami Iwakura, whose rare light magic was crucial for revitalizing the executives. This aimed to empower the executives to lead witches against humanity. When thwarted, she unleashed Keura—the embodiment of sealed negative emotions—as a world-ending threat, a move exposing her flawed long-term planning and inability to control the forces she manipulated. This lack of foresight precipitated her downfall.

She commanded all factions of the Magical World—Storytellers, magical girls, and witches—but harbored deep distrust for non-witches. She concealed her true intentions from Storytellers, relying exclusively on fellow witches. Her vast magical knowledge enabled her to teach advanced techniques beyond Washu's scope and comprehend dark secrets like the Black Cauldron's true nature. The Shining Star team, the most promising magical girls, operated under her direct authority.

Her role as a spiritual leader is underscored by her Japanese title, 巫女長 ("Head Priestess of a Shrine"), contrasting with the politically oriented English "Chief Sorceress." She served the executives as their de facto deities, though they were merely witches fused with magic trees to prolong their existence. Her motivations and crusade against humanity mirror Romio's from *Magical Project S*, positioning her as Romio's spiritual successor. Like Ramia, she corrupted Misao against Sasami, and like Tsunami, she was chosen to lead the Magical World.
