Senbei Norimaki, alias Dr. Slump, is a socially inept yet brilliant inventor in Penguin Village, defined by his eccentricity and disregard for convention. Orphaned in childhood, he harbors a lifelong grudge against dogs after a canine mocked his intellect. During his adolescence at Penguin Village Middle School, he developed an early crush on his teacher, hinting at his future obsession with Midori Yamabuki, a junior high educator.

As an adult, he constructed the android Arale Norimaki, introduced as his sister in the original series and reimagined as a maid in the 1997 remake.
