Description
In the original video animation Megazone 23 Part II, B.D. serves as the primary antagonist and de facto military dictator of the simulated Tokyo known as Megazone 23. His background is rooted in his role as a high-ranking military officer, first emerging as a secondary antagonist in the first part of the series. He was originally involved in covert weapons development programs and a project to release control of the Bahamut supercomputer. After learning the truth about his world from the protagonist Shogo Yahagi, B.D. orchestrates a military coup, eliminating his superior officers and manipulating the Prime Minister to seize total control of the city's governing forces.

B.D. is characterized by a ruthless pragmatism and an unwavering, authoritarian will. His personality is defined by a belief in ends-justify-the-means methodology, as he considers his harsh actions necessary for the survival of humanity. He is unmoved by casualties, including the gruesome deaths of his own crew members, and prioritizes military dominance and strategic advantage over civilian welfare. Despite his dictatorial methods and a personal vendetta against Shogo, he operates as a well-intentioned extremist, genuinely believing that his leadership is the only way to protect the population from the external threat of the Dezalg.

His primary motivation throughout Part II is to secure humanity's survival against the Dezalg, an advanced human faction from a rival colony ship. To achieve this, he seeks total control over Bahamut and its artificial intelligence, Eve. His goal is to manipulate Eve for military conscription and to unlock advanced technology that would give his forces a wartime advantage. He also pursues Shogo Yahagi relentlessly, partly out of a need to eliminate a symbol of rebellion and partly to use Shogo's unique connection to the 7G system to fully interpret Bahamut's unknown functions. He secures financial backing from wealthy elites like Eigen Yumekano to fund his military expansion.

In the story, B.D. functions as the central authority figure governing Tokyo and directing the war effort. He frames Shogo for the murder of Tomomi Murashita to justify a city-wide manhunt and uses a fabricated version of Eve to broadcast propaganda and prepare the public for total war. He oversees the deployment of new battleships, such as the Airgrain FX-101, and uses Eve as bait to lure Shogo into a trap. As the commander-in-chief, his regime struggles with the dystopian realities of hopeless warfare, internal dissent, and the overwhelming technological superiority of the Dezalg.

His key relationship is with Shogo Yahagi, his primary adversary. B.D. initially holds the advantage, defeating Shogo in their first confrontation and forcing him into hiding. He maintains a complex dynamic with the artificial intelligence Eve, viewing her as a tool to be controlled and exploited. He also interacts with the financier Eigen Yumekano, who provides material support but also represents a faction that observes B.D.'s actions with a degree of skepticism regarding the war's outcome. His relationship with his own military subordinates is purely transactional, as he commands through fear and strategic necessity rather than loyalty.

B.D. undergoes a subtle but significant development over the course of Part II. As the Dezalg forces overwhelm human defenses and his strategies fail, his initial resolve begins to falter. Facing the futility of continued conflict, he acknowledges the limitations of his leadership and that his era is ending. In a pivotal moment near Eve's chamber, he confronts Shogo one last time but does not fight to the death. Instead, he admits his helplessness and symbolically cedes responsibility for humanity's future to the younger generation, wishing Shogo luck. During the activation of the ADAM lunar defense system, as Megazone 23 is destroyed, B.D. orders his forces to focus on civilian evacuation and ultimately remains aboard the ship, implicitly perishing as he accepts the end of his era.

B.D. possesses several notable abilities. He is a skilled military strategist and a capable mecha pilot, personally piloting a unit to engage Shogo. He commands significant authority over a vast military apparatus and is adept at political manipulation, having successfully executed a coup to seize dictatorial power. His tactical approach includes psychological warfare and deception, such as framing Shogo and using false information to draw out his enemies. He is also shown to be a capable leader in crisis, as his final actions shift from conquest to managing the evacuation of civilians during the collapse of Megazone 23.
