Gazelle rules the Tower of Wind. His objective is to harness the Dragon's Head's power for his own purposes. However, retrieving the artifact triggers a chain of events connected to reviving an otherworldly force capable of altering history or threatening the world. This larger plan makes Gazelle's actions a catalyst for the central conflict faced by the protagonists.
