Lirio is both the mayor of Ciudad Caolín and the Dragon-type Gym Leader of Teselia. He holds the eighth Gym slot in Pokémon Black, succeeding Iris, and the seventh slot in Pokémon Black 2 and White 2, blending civic leadership with fostering strength through Pokémon battles.

Anime appearances show Lirio first in an Iris flashback: his Haxorus defeated her Excadrill with one Rock-type attack. He later appears personally, witnessing Iris calm a Hydreigon and accepting her official Gym challenge. Their two-on-two rematch ended in his victory; Druddigon defeated her Dragonite after Haxorus tied with Excadrill. He also owns an Axew.

His battling philosophy centers on passion and perseverance. Gym battle dialogue reveals intense engagement, stating his "blood boils" when sending out his final Pokémon and acknowledging the "burning, rending sensation" of a hard-won victory.
