Shimamura Joe, designated Cyborg 009, originated as a half-Japanese orphan. His background varies: he was either a delinquent escaping a juvenile facility, a young man framed for his mentor's murder after Black Ghost killed the priest who raised him, or the famous racer "Hurricane Joe" who suffered a crash. Black Ghost abducted and experimentally converted him into a prototype cyborg soldier. He escaped with eight other cyborgs and their creator, Dr. Gilmore, forming a team opposing Black Ghost's warmongering. His aging ceased post-conversion, leaving him physically 18 despite chronological advancement.

He possesses light brown or blond hair, often styled with one eye obscured. His standard attire is a red military-style uniform with oversized gold buttons, a yellow scarf, knee-high boots, and a holstered "Supergun" capable of multiple firing modes including heat rays, freeze rays, and lasers.
