Rise Matsumoto is the 15-year-old student council president at Nanamori Middle School, born May 23 with blood type O. Standing at 146 cm, she is the shortest main middle school character despite being the only known third-year and oldest student. She possesses dark hair with reddish undertones styled in a hime cut, red eyes, and a pale complexion. She wears her school uniform regularly and light-colored, cute clothing outside of school.

Her most defining characteristic is an extremely low presence, causing her to go unnoticed even when physically present, sometimes leading others to mistake her for a ghost. She speaks in an inaudible whisper, understood reliably only by individuals like Nana Nishigaki. Her dialogue is rarely subtitled; even audible lines spoken while her mouth moves are delivered at such low volume they are difficult to discern over background noise or music, even with earphones at high volume. On rare occasions, such as encountering a cockroach, she emits an unexpectedly loud scream that surprises others.

Personality-wise, Rise is quiet, level-headed, and reserved, rarely showing overt emotions. She is dedicated to her presidential duties, taking them seriously and earning respect from students and teachers. She willingly sacrifices free time to assist others and provides experienced guidance to fellow council members. Her relationship with Nana Nishigaki is significant; she frequently participates as a test subject in Nishigaki's often explosive experiments, enduring them without complaint. She also helps convert the student council room into an inventory lab when needed. Subtle interactions, like wiping Nana's face with a handkerchief or blushing when asked about their activities, imply a deeper bond.

Her introduction occurs later than other main characters. Despite often being a background figure, she features in unique narrative formats, including a silent film-styled episode. Her involvement spans Nishigaki's experiments, council activities, and occasional group events like school trips or festivals.
