Chihaya Hagiwara is an assistant inspector in the Kanagawa Prefectural Police, specifically serving as the leader of its motorcycle division. She is 31 years old and is the older sister of Kenji Hagiwara, a police officer who died in the line of duty before the main storyline begins. Her first appearance in the manga was in file 1073, and she is a central character in the twenty-ninth film in the franchise, which focuses heavily on her role.
