Description
Makima is a central figure in the first part of the Chainsaw Man story, serving as the leader of Public Safety Division 4's Devil Hunters. Her true nature is that of the Control Devil, a powerful devil born from humanity's fear of control or subjugation, and she is also one of the Four Horsemen of the Apocalypse. She presents herself as a human in a contract with an unknown devil, using this facade to operate within the government's devil-hunting organization. Physically, she is a woman of average height with long red hair usually tied in a braid and distinctive yellow eyes with concentric red rings.

On the surface, Makima appears to be calm, gentle, and friendly, almost always wearing a relaxed smile even during crises. This demeanor, however, is a calculated facade that hides her true Machiavellian and ruthlessly manipulative personality. She views almost everyone around her as inferior, referring to them as dogs, and uses people as disposable tools to achieve her ends without hesitation. Despite her cold and dispassionate nature, she is an immense fan of the Chainsaw Man, the Hero of Hell, whose power to erase concepts by devouring other devils fascinates her.

Makima's primary motivation is to create a better world by bringing the Chainsaw Man under her control. Her stated goal is to use his erasure ability to eliminate negative concepts such as death, war, and hunger, as well as more personal annoyances like bad movies, to build an ideal world without fear. However, a deeper, more personal desire is revealed: she yearns for genuine, equal relationships and a family, wishing to be together forever with Pochita, the Chainsaw Devil. Her existence as the Control Devil, which forces her to see others as inferior, makes forming such bonds impossible, and her cruelty stems from an inability to connect with others in a meaningful way.

In the story, Makima is the primary antagonist of the Public Safety Saga, manipulating events from behind the scenes. She recruits the protagonist Denji by offering him food and shelter in exchange for his total obedience, treating him like a pet dog and threatening to kill him if he disobeys. She teases him with the prospect of a romantic relationship to ensure his loyalty. To further bind him to her, she orchestrates a found family for Denji, placing him with fellow hunters Aki Hayakawa and Power, only to later systematically destroy this new life by killing them to drive him into despair, a necessary step in her plan to break his contract with Pochita.

Her key relationships are all defined by control. With Denji, she is a manipulative caretaker who promises maternal care and romantic love while demanding absolute submission. Aki Hayakawa is another loyal subordinate whose devotion to her is reinforced by her dominating presence. Even the wild and self-interested Power is shown to be terrified of Makima and follows her commands without question. Her true equal, and the object of her obsession, is not Denji but Pochita, the Chainsaw Devil she wishes to conquer or be consumed by. This desire ultimately leads to her downfall.

As the story progresses, Makima's benevolent mentor facade slowly cracks, revealing her true, malevolent nature. Her actions become increasingly cruel, culminating in the murder of Denji's loved ones. After her identity as the Control Devil is exposed, she battles the true Chainsaw Man. Her defeat is uniquely ironic; Denji bypasses her contract for immortality, which transfers any fatal attack to a random Japanese citizen, by not attacking her with malice. Instead, he consumes her body, framing the act as one of love, which kills her and causes the Control Devil to be reincarnated as a new being named Nayuta.

Makima possesses a vast array of abilities befitting her status as the Control Devil. Her primary power is domination, allowing her to control any being she considers inferior to herself, including humans, devils, and fiends, and even force them into contracts. She has a contract with the Prime Minister of Japan that grants her a form of immortality; any fatal injury she suffers is transferred to a random Japanese citizen as an illness or accident. She can manipulate an invisible force to crush targets from a distance, often using a ritual involving a human sacrifice and a hand gesture. Another common application of this force is a powerful blast she fires by pointing her finger and saying Bang. She also has enhanced strength, an incredible sense of smell allowing her to identify people by their scent, and the ability to spy through rats and crows.
