Anjuro Katagiri, also known by the nickname Angelo, is a character introduced as an antagonist. He was born in 1964 in the town of Morioh and has a documented IQ of 160. However, his intelligence is severely contrasted by a profoundly rotten and violent nature. His criminal record began at the age of twelve, when he was sent to a juvenile detention center for robbery and rape. This marked the beginning of a pattern of behavior that would lead him to spend a total of twenty years in prison for a series of serious crimes including murder, robbery, and sexual assault, earning him notoriety as one of the most infamous criminals in Japanese history. One of his most heinous acts involved the kidnapping, rape, and murder of three young boys, an incident that ultimately led to his capture by police officer Ryohei Higashikata. For these crimes, Katagiri was sentenced to death.

While awaiting execution on death row, Katagiri was struck by a Stand arrow fired by Keicho Nijimura, which awakened his Stand ability. On the day of his scheduled hanging, the execution failed to kill him; he survived for an extended period at the end of the rope and managed to escape from prison two weeks later. Upon returning to Morioh, he resumed his violent spree, using his newfound powers to commit further atrocities.

Katagiri is characterized by a sadistic, vile, and remorseless personality. He is a cunning individual with high patience and the ability to plan meticulously, always looking for an opportunity to act. He derives pleasure from the suffering of others and holds a particular contempt for anyone he considers arrogant or self-satisfied, finding joy in watching proud individuals fall into despair. After obtaining his Stand, he becomes extremely arrogant, believing his ability to kill from a distance makes him untouchable. However, when cornered, he reveals a hypocritical and cowardly side, arguing that his opponents have no right to judge him even as he stands guilty of the same actions he condemns.

Katagiri's primary motivation is a deep-seated vindictiveness against anyone who has interfered with him. He holds a grudge against Ryohei Higashikata for arresting him in the past and develops an intense hatred for Josuke Higashikata for thwarting his plans. His goal becomes the complete annihilation of the Higashikata family, specifically targeting Josuke, his mother Tomoko, and his grandfather Ryohei.

In the story, Katagiri serves as the first major Stand user confronted by Josuke Higashikata and Jotaro Kujo. After learning of his escape and presence in Morioh, Jotaro warns Josuke about the extreme danger he poses. Katagiri proceeds to terrorize the town, using his Stand to commit robberies and murders. His most significant act is the cold-blooded murder of Ryohei Higashikata, Josuke's beloved grandfather, by tricking him into drinking a bottle of brandy laced with his Stand. This act sets the stage for a final confrontation in the Higashikata household during a rainstorm, where Katagiri attempts to use the moisture in the air to his advantage.

His key relationships are defined by his animosity. He is the murderer of Ryohei Higashikata and the target of Josuke Higashikata and Jotaro Kujo's pursuit. He also has a connection to Keicho Nijimura, who is indirectly responsible for giving him his Stand ability.

The character undergoes a definitive and permanent end rather than a traditional redemption or development. After being defeated by Josuke and Jotaro, a furious Josuke uses his Stand, Crazy Diamond, to fuse Katagiri's body with a nearby rock, trapping him in a state of living death. This bizarre monument, known as Angelo Rock, becomes a famous local landmark and a meeting spot for lovers in Morioh, which is an ironic and cruel fate for someone who despised the happiness of others. Later, when he attempts to take a child hostage to negotiate, Josuke fuses him further with the rock, solidifying his monstrous appearance. He remains conscious and able to speak, but is completely immobilized, serving as an eternal offering to the people he killed.

Katagiri is a Stand user, and his Stand is named Aqua Necklace. This Stand has the ability to take the form of any liquid, including water, brandy, and even vapor. This allows it to be highly evasive and versatile, capable of infiltrating a target's body through ingestion or even through steam. Once inside a person, Aqua Necklace can either tear them apart from within or take control of their body, effectively possessing them. Because it can transform into a liquid, it is largely immune to conventional physical attacks, as it can simply reform. However, the Stand has a critical weakness; any damage inflicted upon it is directly transferred to Katagiri's own body. It can also be neutralized by being sealed in a container that prevents its liquid form from escaping, such as a rubber glove or a sealed bottle. The Stand itself has a short, humanoid form referencing Jōmon period dogū figurines, but it is almost always seen in its liquid state.
