Makoto Shibe is a teenage boy and the class president of Yuuichi Katagiri's high school class. He comes from a wealthy family; his father, Masakazu Shibe, is a city councilor, and Shibe has never experienced financial difficulties. He is physically fit and handsome, with short blonde hair and dark brown eyes, and typically wears his school uniform. Shibe is described as a frivolous rich guy who is very honest and straightforward in his dealings. He is good-natured, but his straightforwardness sometimes causes him to unintentionally hurt others. He is also noted to be a virgin.

Shibe is one of Yuuichi's close circle of four friends, which also includes Shiho Sawaragi, Tenji Mikasa, and Yutori Kokorogi. He harbors a clear romantic crush on Shiho, which influences some of his actions during the story. His role in the series is that of a loyal friend who is drawn into the mysterious and dangerous Tomodachi Game alongside the others when the class's school trip funds are stolen and a debt from someone in the group forces their participation.
