Description
Captain Nezumi is a Marine officer who commands the 16th Branch in the East Blue. He serves as a secondary antagonist during the Arlong Park Arc. His name, which means mouse or rat in Japanese, matches his physical appearance: he has a rodent-like face, whiskers, and a distinctive laugh. He wears a Marine cap adorned with mouse ears, and his overall demeanor is sneaky and untrustworthy.

Background: Nezumi is a Marine captain stationed in the relatively peaceful East Blue. He has been in his position long enough to establish a corrupt arrangement with the fish-man pirate Arlong. In exchange for regular bribe money, Nezumi turns a blind eye to Arlong’s criminal activities on the Conomi Islands, including the exploitation and terrorization of Cocoyashi Village. This arrangement allows Arlong to operate with impunity for years.

Personality: Nezumi is craven, opportunistic, and utterly devoid of integrity. He is motivated solely by greed and personal gain. He openly accepts bribes from Arlong while privately despising fish-men, viewing them only as a source of income. He shows no hesitation in attacking civilians, as seen when he shoots Nojiko with a pistol to prevent her from interfering with his seizure of Nami’s treasure. His cowardice is evident when he attempts to capture the exhausted Straw Hat Pirates after Arlong’s defeat, only to flee when confronted directly.

Motivations: Nezumi’s primary drive is money. He uses his Marine authority to enrich himself through bribery and theft. He has no sense of justice or duty; his actions are purely self-serving. His corrupt dealings with Arlong are sustained by the steady flow of cash, and he confiscates Nami’s hard-earned savings (nearly 100 million berries) on Arlong’s tip, intending to keep it for himself.

Role in the story: Nezumi’s actions are pivotal in the Arlong Park Arc. He is the corrupt official who enables Arlong’s tyranny. He personally steals Nami’s treasure, deepening her despair. After Arlong is defeated by Monkey D. Luffy, Nezumi appears to claim credit and arrest the Straw Hats, but he is quickly knocked out by Zoro and later beaten by Nami. Forced to return the stolen money, he retreats to his base. In a fit of vengeful spite, he reports Luffy to Marine headquarters as a dangerous pirate who defeated Arlong. This report leads directly to Luffy receiving his first bounty of 30 million berries, inadvertently launching the Straw Hats into the spotlight.
