Description
Mayor Boodle is the elderly, bespectacled mayor of Orange Town, a port town in the East Blue. He is a founding figure of the settlement, having led a group of refugees to build a new community on an uninhabited patch of the Organ Islands after pirates destroyed their previous home about forty-two years before the main story. Boodle possesses a distinct, dog-like facial appearance and, despite his advanced age, is known for his caring heart and deep sense of responsibility toward his townspeople. His motivation is rooted in protecting Orange Town and its residents, a commitment so strong that he was the only citizen who refused to flee when the Buggy Pirates invaded; he stayed behind to look after the pet shop of his deceased friend Hocker and to feed its loyal guardian dog, Chouchou.
Personality-wise, Boodle is gentle and thoughtful but also inclined to act on impulse when his town is threatened. During the Buggy Pirates’ occupation, he initially watched from the sidelines, but after witnessing Monkey D. Luffy’s courage in standing up to the pirates, Boodle resolved to confront Buggy himself. He rushed toward the enemy hideout wearing armor that protected his upper body, only to be nearly killed; Luffy saved him and then knocked him unconscious to keep him out of harm’s way. This moment illustrates both Boodle’s bravery and his lack of physical combat ability—he relies on sheer will and his sense of duty rather than any superhuman power.
Boodle’s key relationship is with Chouchou, the dog who guards the ruined pet food shop. Boodle visits Chouchou regularly to bring him food and ensure his well-being, demonstrating a soft, paternal loyalty. He also forms a temporary alliance with Luffy and the Straw Hats, though he is initially mistaken for an enemy by his returning townsfolk after the battle. After the Buggy Pirates are driven off, Boodle helps rebuild the town, and two years later he opens a new pet food shop named after Chouchou, signifying his enduring care for the dog and his community.
In terms of development, Boodle evolves from a passive victim of pirate aggression to an active defender willing to sacrifice himself for his town, even though his efforts are limited. His role in the story is that of a representative of ordinary, non-combatant civilians caught in the world of pirates; he provides context for the suffering caused by pirates and highlights the importance of the Straw Hats’ intervention. He has no notable combat abilities beyond his makeshift armor and his defiant spirit. His greatest strength lies in his resilience and leadership, having transformed a wasteland into a proud town over decades and then leading its recovery after Buggy’s destruction.
