Description
Mornin is the mayor of Syrup Village, a small coastal settlement in the East Blue. He is an elderly man with a bald crown and gray hair on the sides and back of his head, a curved pointed nose, a gray mustache, and round glasses; he typically wears a collared shirt. His most defining trait is his habitual use of the young Usopp's daily cries of pirates coming as a makeshift alarm clock. Each morning, upon hearing Usopp's shouts, Mornin calmly remarks that it is time for him to start his workday, even continuing to drink his coffee as the boy runs past. Unlike many other villagers who grow irritated by Usopp's constant lies, Mornin tolerates them and treats them as a reliable signal. His motivation is simply to fulfill his duties as mayor and maintain the routine of the village. In the story, he appears only during the Syrup Village arc, serving as a minor background figure who helps establish the everyday atmosphere of Usopp's home. His key relationships are with Usopp, whom he regards as a familiar nuisance rather than a serious troublemaker, and with his wife, who reminds him when Usopp has not yet shouted. The character undergoes no notable development, remaining a static background presence. He has no supernatural or combat abilities; his only influence comes from his position as mayor, which implies some authority over village matters. Mornin is a quiet, observational figure whose role is limited to underscoring Usopp's place in the community.
