Description
Ukkari is a minor supporting character in the One Piece anime, a low-ranking Marine posted to the 153rd Marine Branch on the East Blue island of Shells Town. English materials sometimes describe him as a petty officer, although his actual rank is that of a third-class seaman recruit, one of the lowest positions in the Marine hierarchy. His birthday is listed as February 17. His name is derived from a Japanese word for careless or absent-minded behavior, which suits his defining trait.

Physically, Ukkari is a short man who wears the standard Marine uniform of his era, consisting of a white sleeveless shirt and a regulation cap. He has no distinguishing physical features and demonstrates no remarkable fighting skill; he is presented as an ordinary rank-and-file soldier rather than a combat specialist.

Ukkari appears during the early Shells Town storyline, when the town is controlled by Captain Morgan, a violent Marine officer who rules his base and the surrounding community through fear. Like the other Marines stationed there, Ukkari both hates and fears Morgan. His defining moment occurs while the soldiers are raising a large statue built in Morgan's honor. Ukkari accidentally bumps the statue's arm against a building, slightly damaging it. Morgan becomes enraged and prepares to kill him immediately as punishment for the careless mistake. Ukkari is spared only because the pirate Monkey D. Luffy arrives at that moment and accidentally destroys the statue while confronting Morgan. When Morgan is later defeated and taken into custody, Ukkari joins his fellow Marines in cheering the end of the captain's rule.

In terms of personality, Ukkari is clumsy, nervous, and timid. He never challenges Morgan's authority and shows no ambition or malice; his main concern is simply surviving a posting under a commander willing to execute a subordinate over a minor accident. His visible relief at Morgan's defeat suggests an ordinary person who disliked his cruel superior but felt powerless to oppose him.

His most significant relationship is with Captain Morgan, his commanding officer, whose anger nearly costs him his life. Luffy serves as an unintentional savior, since Ukkari is rescued by accident rather than through any direct interaction between them. Ukkari has no meaningful connections to other named characters in the anime and does not take part in any major confrontations.

Ukkari does not undergo character development in the anime; he remains a brief background figure whose single incident illustrates the fear Morgan instilled in his subordinates. He possesses no Devil Fruit powers, special techniques, or notable abilities. In the live-action adaptation of One Piece, his role is somewhat expanded, with Ukkari being deceived by the navigator Nami, who steals his uniform, and later receiving harsh punishment from Morgan. In the anime itself, however, his part remains short and incidental.
