Description
Colonel Nezumi is a secondary antagonist from the Arlong Park Arc, serving as a Marine captain in command of the 16th Branch in the East Blue. His name, which means mouse or rat in Japanese, directly reflects his physical design and underhanded nature. He has a rodent-like face, prominent whiskers, and often wears a hat that resembles mouse ears, all of which visually reinforce his sneaky and untrustworthy personality.

In terms of personality, Nezumi is the embodiment of a corrupt, self-serving official. He is arrogant and smug when he holds power, expecting his rank to command respect and obedience from civilians. However, beneath this veneer of authority lies a craven coward; when physically overpowered or directly threatened, he immediately cowers and begs for mercy, only to shout threats and promises of revenge once he has retreated to a safe distance. His defining trait is his overwhelming greed, which completely overrides any sense of duty or morality.

Nezumis primary role in the story is to serve as a corrupt enabler for the fish-man pirate Arlong. For years, he accepted monthly cash bribes from Arlong in exchange for ensuring that the Marines ignored the pirates brutal occupation of the Conomi Islands. Acting on a tip from Arlong, Nezumi led his soldiers to Cocoyasi Village to confiscate a massive treasure of 93 million Berries that the villager Nami had spent eight years accumulating specifically to buy her village's freedom from Arlong. During this raid, he demonstrated his cruelty by refusing to listen to the villagers' pleas and ordering his men to fire on them, which resulted in Nami's sister, Nojiko, being shot.

Following the Straw Hat Pirates' victory over the Arlong Pirates, Nezumi attempted to hijack the credit and claim all the remaining treasure for himself. His hopes were quickly crushed when a heavily injured Roronoa Zoro easily defeated him and his entire unit. Nami then personally beat him, forcing the humiliated captain to agree to return all the stolen money, help rebuild the destroyed Gosa Village, and clean up the mess left by Arlong.

Despite his defeat, Nezumi had a lasting impact on the series. Furious and seeking revenge, he returned to his base and filed a false report to Marine headquarters. This report led to Monkey D. Luffy receiving his first official bounty of 30 million Berries, marking the Straw Hat captain as a recognized threat to the World Government. After this act, Nezumi disappears from the main narrative and is not seen again.

Regarding his abilities, Nezumi holds the rank of captain, giving him authority over dozens of subordinates. However, he relies almost entirely on his rank and his soldiers to intimidate others. He possesses little to no personal combat strength, as shown by his swift defeat at the hands of Zoro, who was already severely wounded from previous battles. Despite his mouse-like features, Nezumi is confirmed to be a fully human character, not a member of the Mink tribe.
