Toya Setsuno's betrayal by a lover plunged him into debt and led to a suicide attempt off a cliff. A hero's intervention thwarted his death, deepening his despair as he felt denied even that choice. Homeless and adrift, Kai Chisaki (Overhaul) later found him and recruited him into the Shie Hassaikai yakuza. This offer granted him purpose, elevating him to the Eight Bullets, a high-ranking subgroup. Tall and lean, Toya has bright golden-blond chin-length hair, often parted to obscure his right eye. His light almond-shaped eyes feature small irises, prominent dark circles, a wide mouth, and thin eyebrows, contributing to a perpetually crazed expression. He wears a gray (dark green in the anime) dress shirt, a light orange tie (pink in the anime), dark pants, and the beak-shaped plague mask common to all Eight Bullets. He carries a traditional katana and conceals a knife within his mask for surprise attacks. His traumatic past forged mental instability and fanaticism. Toya views himself and the Eight Bullets as "human garbage" stripped of dignity and purpose. This shared hopelessness bonded them, fueling fanatical devotion to Shie Hassaikai and Overhaul. They embrace dying for the organization, believing Overhaul granted them worth society denied. Outspoken and tactical, Toya employs deception in combat, often appearing unarmed before using hidden weapons. His Quirk, Larceny (窃盗, Settō), teleports items directly from a target's possession into his hands if he sees the object and it is within manageable size limits. It excels at disarming opponents or stealing critical items mid-battle but cannot relocate living beings or excessively large objects. The Ultra Analysis Book rates his combat stats as Power: 2/6 D, Speed: 2/6 D, Technique: 5/6 A, Pickpocketing: 5/6 A, and Wits: 3/6 C. He compensates for physical limitations with weapons and strategic teamwork. During the Shie Hassaikai Raid Arc, Toya fought alongside Yu Hojo and Soramitsu Tabe to stall invading heroes. He attempted to steal police firearms but was neutralized by Eraser Head's Quirk-erasing ability. After Tamaki Amajiki isolated himself to battle the trio, Toya used his hidden knife to injure Tamaki's tentacle and later stole poison Tamaki tried to use against Soramitsu. Despite coordination, Tamaki exploited their predictability and defeated all three. Toya was arrested and imprisoned following the raid. Toya represents a corruption of the Buddhist precept "do not steal," reflected in his surname (Setsuno/窃) and Quirk. Creator Kohei Horikoshi noted his ex-girlfriend had long blonde hair, and he envisioned a lifelong relationship before her betrayal. Toya's design bears a resemblance to Sanji from "One Piece," another series by Horikoshi's colleague Eiichiro Oda.
