Description
Axe-Hand Morgan is a former Marine captain and the first officer of significant rank within the organization to appear in the story. He serves as an early antagonist, primarily known for his tyrannical rule over the island of Shells Town in the East Blue.

Physically, Morgan is an imposing figure, characterized by his tall, muscular build, tanned skin, and blonde hair. His most distinctive features are the result of a past injury: his right hand has been replaced with a massive, fully functional steel axe that is bolted directly to the bones of his forearm, and his jaw is a metal prosthesis etched with the German word "Möwe," meaning "seagull," which is the symbol of the Marines. Unlike many high-ranking Marines who drape their coats over their shoulders like capes, Morgan wears his large, sleeveless overcoat conventionally, and notably, it lacks the word "Justice" on the back. He is often seen smoking a cigar.

Morgan's past reveals a different man. Five years before the main story, he was a brave and tenacious chief petty officer who, during a skirmish with the Black Cat Pirates, was the sole survivor of Captain Kuro's deadly assault. Kuro spared him not out of mercy, but as part of an elaborate scheme to fake his own death. Using his hypnotist crewmate, Jango, Kuro implanted false memories in Morgan, making him believe he had single-handedly captured the infamous pirate. A lookalike was executed in Kuro's place, and Morgan was celebrated as a hero, receiving a rapid promotion to captain. This fraudulent fame corrupted him, transforming the once-brave soldier into a brutal, power-obsessed tyrant.

Morgan's personality is defined by an absolute obsession with rank and authority. He believes that his position makes him infallible, declaring that his rank means everything and that everything he does is therefore right. He rules Shells Town through terror, abusing his power to extort taxes from the impoverished citizens and forcing them to build statues in his likeness. His cruelty extends to his own subordinates, whom he punishes or even executes for minor infractions or perceived disobedience. He is a narcissist who demands total adoration and is incapable of accepting defeat, stubbornly refusing to acknowledge his own weakness even when clearly outmatched.

In the story, Morgan is the captain of the Marine base at Shells Town when Monkey D. Luffy and the aspiring Marine Koby arrive. Luffy seeks to recruit the imprisoned pirate hunter Roronoa Zoro, who had been captured on the orders of Morgan's spoiled son, Helmeppo. After Luffy accidentally destroys a newly finished statue of Morgan, the captain confronts him. Despite Morgan's immense strength and his powerful axe-hand, which can slice through fences and create fissures in the ground, he is unable to land a single blow on the rubber-bodied Luffy. He is swiftly defeated by Luffy and then finished off by the freed Zoro. His defeat brings immediate joy to the townspeople and his own troops, who had long suffered under his oppressive rule.

Morgan's key relationships are few and dysfunctional. He has no genuine paternal love for his son, Helmeppo, whom he considers a worthless fool not even worth hitting. Despite this, he allows Helmeppo to use his rank to bully others. Their relationship finally collapses after Morgan's arrest; when given a chance to escape, Morgan callously uses his own son as a hostage, an act that leads Helmeppo to disown him. He is also a crucial figure in the development of the young Marine Koby, as his corruption serves as an early lesson for Koby that not all Marines are just.

Morgan's development after his defeat is shown in a cover-page mini-story. Stripped of his rank and awaiting trial, he is being transported on Vice Admiral Garp's ship. He seizes an opportunity when Garp falls asleep, slashing the vice admiral and escaping by taking Helmeppo hostage. He is last seen drifting alone on the ocean in his prisoner's uniform, a fugitive from the organization he once commanded.

In terms of abilities, while Morgan is not a Devil Fruit user, he possesses considerable physical strength and durability, having survived an attack from the deadly Captain Kuro. As a captain, he had command over an entire Marine base, a position he abused to its fullest extent. His primary weapon is the enormous axe replacing his right hand, which he wields with enough force to create powerful shockwaves and slice through metal structures.
