Description
Semyon "Simon" Brezhnev, a Russian immigrant of African descent, co-owns and operates Russia Sushi in Ikebukuro with his friend Denis. Despite his imposing stature as a former Soviet special forces operative, Simon maintains a gentle, pacifist demeanor and consistently avoids violence. His towering height, shaved head, and frequent sushi chef uniform often intimidate potential customers. He persistently promotes the restaurant using deliberately broken Japanese phrases like "Eat sushi" and "Sushi good for you," masking his actual understanding of the language.

Simon served in the Spetsnaz during the Soviet era, participating in military conflicts. After the USSR's collapse, he joined Denis in Japan to escape that violent history, now advocating for peaceful conflict resolution and often diffusing tensions by offering sushi. Despite his pacifism, Simon possesses extraordinary physical strength, ranking among Ikebukuro's most formidable individuals. He is one of the few capable of matching Shizuo Heiwajima in raw power, having subdued a younger Shizuo during past daily skirmishes. Simon has intercepted thrown objects like vending machines and sustained direct hits from Shizuo without severe injury.

As a Dollars member, Simon intervenes in gang conflicts, leveraging his reputation to protect others. He rescued young Dollars members from the Yellow Scarves and attempted to dissuade Masaomi Kida from reigniting gang warfare. He later confronted information broker Izaya Orihara, physically striking him while condemning his manipulation of human lives, drawing from his own violent experiences.

Simon trained Vorona in combat at her father Drakon's request, though they initially refused to instruct her in weapons handling. He later retrieved her after a confrontation with the Awakusu group and facilitated her temporary employment with Shizuo. During the Saika Army's attack, he defended Russia Sushi alongside allies and prevented Vorona from killing Izaya. His background details remain sparse in the Gaiden OVA, with no specific events directly involving him documented in the available materials.
