Description
Orugio, also rendered as Olruggio, is a witch in the anime Witch Hat Atelier. He is the Watchful Eye assigned to the atelier led by his childhood friend Qifrey, a position that makes him responsible for ensuring the atelier follows the rules of the Great Hall and for reporting any evidence of forbidden magic to the Knights Moralis. His story is defined by the tension between this official duty and his personal loyalty to the people around him.

He comes from the northern town of Ghodrey, where he was recognized as a prodigy from a young age. People traveled from outside the town to meet him, including master witches from the Great Hall, and he won an award at the Children's Casting Exhibition before becoming an apprentice. During an early service trip to the village of Nauz, a blizzard trapped the village and wild beasts attacked, killing many residents. Orugio managed to save two people, but the memory of those he could not save stayed with him and later surfaced as nightmares. As an apprentice at the Great Hall, he saved Qifrey from drowning, and although Qifrey was at first cold toward him, Orugio kept following him until the two became close friends. Around the time of their Third Test, they traded cap ornaments, and Orugio still wears the golden tassel that originally belonged to Qifrey. Eventually the two moved into Qifrey's atelier, where Orugio helped find the apprentices and was present at their first encounter with Richeh.

Orugio is a tall, thin man with short black hair, blue eyes, and a somewhat unkempt beard, and he often looks tired, with dark circles from overwork. He dresses in a white tunic, a dark skirt, and a brown belt beneath a heavy black cloak lined with blue and decorated with gold details, and he wears a pointed black cap with diamond motifs. He speaks in a gruff and blunt manner and can seem intimidating, but he is genuinely caring. He invents magical objects to help the household, such as the Snugstone for better sleep, helps the apprentices with their studies, and regularly assists local villagers, so often that local nobles take notice. He is easily flustered when praised and tends to dismiss his own kindness as ordinary work. At first he objected loudly to the apprentices calling him their master, but over time he stopped complaining and accepted the role more quietly.

His motivations are rooted in a strong sense of responsibility. The tragedy he witnessed in Nauz left him with deep guilt and a determination to protect people, and he sometimes questions the laws of witch society, particularly the rules against healing with magic and against teaching magic to outsiders. As the Watchful Eye he initially follows the rules strictly: when he returns from a business trip and learns that Coco is a new apprentice who was harmed by the Brimmed Caps, he tries to hand her over to the Knights Moralis. Qifrey's intense reaction stops him, and after hearing Coco's story he reluctantly accepts her as a student, though he warns that he will report any further trouble. Later, when Coco reveals that his Glowstone Path, a magical pavement that lights the way, inspired her childhood dream of magic, he quietly reflects on what would be lost if her memories were erased.

Within the atelier, Orugio often serves as the pragmatic counterpart to Qifrey. He maintains the household, keeps watch over its students, and frequently partners with Qifrey in emergencies, such as the rescue at the collapsed bridge, where he leads efforts to save travelers from sinking carriages. When the Knights Moralis confront the group afterward, he interrupts to ask everyone to help the people caught in the aftermath, insisting that helping people is a witch's duty. During the Brimmed Caps' attack on the Second Pentagram Test, he returns to the site with Richeh and saves Qifrey and Alaira from the witch Sasaran, then stops Qifrey from impulsively chasing the attackers and reminds him of his priorities. Later, at the Great Hall, he insists that Qifrey receive medical care before any interrogation and makes clear that he will not allow harsh treatment at the hands of the Knights Moralis.

Orugio's central relationship is with Qifrey, his best friend since childhood. He is fiercely loyal yet willing to challenge Qifrey, and he repeatedly acts as a brake on Qifrey's more reckless impulses. He also functions as a secondary mentor to the apprentices, especially Agott, whom he takes on horseback to the river rescue, and Richeh, whose judgment he praises when she comes to fetch him in a crisis. Even the household creature Brushbuddy is fond of him.

As a witch, Orugio specializes in fire and light magic, which is often described as warm despite his brusque manner. He is well known among his fellow witches as an inventor, having created the Glowstone Path, the Snugstone, the Searneedle Wand, and the Link Rings, among other contraptions. In dangerous situations he uses his fire magic to fight, and he has a detailed understanding of complex spells, such as windowways, which he explains to the younger apprentices. His growth over the story is gradual but steady: the strict, duty-bound Watchful Eye who once wanted to turn Coco over to the authorities becomes a protector who places the welfare of people above institutional rules, while remaining the dependable, overworked, warm-hearted figure who holds the atelier together.
