Description
Ryokan Kita commands the Japan Self-Defense Forces (JSDF) under the Fleet of Fog's naval blockade. Wielding significant military authority, he attempts to seize the I-401 submarine from Gunzou Chihaya at Yokosuka Naval Base. This effort is interrupted when Fog battleships Haruna and Kirishima attack the port, forcing Kita to temporarily allow Gunzou to retain command of the I-401 for defense.

Kita oversees the Northern Region as a political and military jurisdiction. His special forces retrieve Makie Osakabe, the vibration warhead designer, after an attack on her home. He maintains strategic interests in advanced weaponry, including the vibration warhead prototype, and coordinates JSDF operations targeting Fog vessels and assets linked to the Blue Steel fleet.

Later, his forces attack the Iwo Jima base where the I-401 undergoes repairs with aid from the Fog battleship Hyuuga's Mental Model. The operation aims to capture or neutralize Gunzou's group but ends in failure as the I-401 and Hyuuga escape. Kita's command reflects the JSDF's broader objective to reclaim naval dominance from the Fleet of Fog.
