Billy Alfred, known by his alias Unbelievable, is a central figure in Undead Unluck Winter Hen as the leader of the organization Under and a former high-ranking member of the Union's Round Table, where he once held the number three position. At thirty-five years of age, Billy cuts a distinctive figure with a cool and carefree demeanor that often makes him appear unfazed by danger, sometimes to the point of seeming unaware of it. He possesses a notable fondness for sweets and demonstrates extensive knowledge of firearms, which serve as his primary tools in combat.

In the events of Winter Hen, Billy's motivations come into sharp focus as he orchestrates a complex gambit centered on the season-controlling UMA Winter. Having received intelligence about the battle against Autumn and the evolution of the Negators Undead and Unluck, Billy finds himself confronted by Juiz, the leader of the Union. Juiz reveals to him that the mysterious artifacts are in fact weapons designed to defeat God, and that the Ark possesses only enough power for a single remaining loop. She urges Billy to set aside their differences and join forces once more, placing their final hopes on Unluck to achieve their shared goal of defeating God. However, Billy refuses this offer, leading Juiz to realize that his true intention is to seize both the Ark and Apocalypse for himself.

Billy's role in the story is that of an antagonist whose actions drive much of the conflict in this arc. Rather than simply opposing the Union out of malice, his strategy involves holding UMA Winter hostage as a bargaining chip, using the threat of the season's unchecked power to negotiate for the Roundtable and ultimately the Ark.
