Description
Hoshizaki is a member of the government's Paranormal Phenomena Countermeasure Bureau and serves as the senior partner and direct superior to the protagonist, Sasaki. Despite her professional role, she is only sixteen years old and still an active high school student. This duality is reflected in her appearance; during Bureau work, she wears heavy makeup and a suit to project an older, more authoritative image, but in her private life or at school, she removes her makeup and appears as a plain girl with glasses.
Her primary ability is the psychic power to manipulate existing water and other liquids. She can control the shape of a liquid and change its state, such as freezing water into ice or turning it into vapor. However, a significant limitation is that she cannot create water from nothing, which is why she always carries a water bottle into battle. Initially, her control could be blocked by physical obstacles, and she could not manipulate the blood inside a living body. Through training and experience, her abilities grow to the point where she can directly manipulate the bodily fluids of any living being she touches, making her power potentially lethal. This growth is recognized within the Bureau, as she eventually develops into a B-class psychic.
Hoshizaki's personality is defined by a professional but competitive attitude, frequently speaking informally to Sasaki even though he is significantly older. She is described as a tsundere character, often reacting in a blunt or harsh manner but gradually showing a warmer, more caring side as she comes to trust her partner. Her driving motivation is largely financial; she lives with her younger sister, and due to her family's circumstances, she has a strong attachment to money, actively seeking out missions that offer hazard pay to support them.
In her role within the Bureau, Hoshizaki is partnered with Sasaki for various assignments, which often involve investigating and containing rogue psychics, magical girls, and other supernatural threats. A pivotal event in their relationship occurs when Hoshizaki is in danger during a battle, and Sasaki saves her using ice magic. This led her to mistakenly register him with the Bureau as a fellow psychic, effectively forcing him into the organization. Initially, she sees him primarily as a convenient support member whose ice-generating ability complements her own water-based powers. However, after he saves her on multiple occasions, her attitude softens significantly, and she begins to show signs of becoming less honest about her true feelings toward him.
Hoshizaki is also involved in the Bureau's operations against magical girls, participating in a plan devised by Sasaki that used water to drain a magical barrier. She later works alongside Sasaki and another psychic named Futarishizuka on an assignment investigating a UFO in the modern world. Throughout these escalating conflicts, she develops from a brusque, profit-driven colleague into a more reliable and emotionally complex agent, though she consistently retains her core identity as a hardworking individual balancing the pressures of a secret government job with her responsibilities as a teenage caretaker for her younger sister.
