Lui, known as the Celestial Empress, stands as a central figure in the Imperial Capital's narrative. She is the identical older twin sister of Lin. At their birth, the corrupt chamberlain Jako decreed only one heir could survive, ordering Falco, a master of Gento Kō Ken, to kill one infant. Falco secretly spared Lin, entrusting her to relatives while reporting her death to Jako. Jako then kidnapped Lui, imprisoning her underground within the Imperial Palace to manipulate Falco and consolidate his own power.
Confined for years in darkness, Lui eventually lost her eyesight while burrowing for water. Despite isolation, she remained aware of Lin's activities. She expressed admiration for her sister's resilience during their first meeting, which occurred after Bat, Lin, and the bounty hunter Ein infiltrated the palace and became trapped in the catacombs by Jako. Imprisoned together, Lui revealed the truth of their shared parentage to Lin.
Lui gained freedom following Ein's sacrificial act, enabling their escape. Upon liberation, she miraculously regained her eyesight and tearfully thanked Falco for his sacrifices. Her restored vision coincided with Jako's demise at Falco's hands, ending the chamberlain's tyranny. However, Lui's relief was short-lived. Jako's son, Jask, kidnapped Lin and transported her across the Red Sea to the Land of Asura. This event plunged Lui into sorrow over their renewed separation and the harsh fate imposed on both sisters.
As the Celestial Empress, Lui symbolized legitimate authority within the Imperial Capital, though her agency was largely suppressed by Jako's machinations. Her character arc emphasizes themes of familial bonds, political exploitation, and resilience amid oppression.
