Chris Ootomo Tate is the Prime Minister of Japan in the world of Ghost in the Shell: SAC_2045. He holds the distinction of being the country's first American-born leader, having emigrated to Japan after a career in American politics that lasted until he was thirty years old. Tate is married to Akiko Otomo, the daughter of Sachio Otomo, a powerful political figure who serves as Chairman of the Tokyo Reconstruction Committee.

Tate's path to leadership was unconventional. After leaving his post as an American diplomat working in the Japanese embassy, he chose to remain in Japan and founded a successful micromachine company. His innovative micromachine design patents caught the attention of Sachio Otomo, leading to the sale of his company to the powerful Otomo Group. It was through this business relationship that he met and married Akiko Otomo, a union that granted him Japanese citizenship and paved the way for his entry into the Diet and, eventually, the Prime Minister's office.

On the surface, Tate’s rise and his early actions in office, such as secretly ordering Daisuke Aramaki to reestablish Public Security Section 9 to investigate post-humans in cooperation with the American Empire’s National Security Agency, seemed to confirm fears that he would be a puppet for American interests. However, his true motivations are more complex and earnest. Tate has fully embraced his adoptive home and is driven by a sincere desire to lead Japan on the best possible path for its people during the ongoing economic disarray caused by the Synchronized Global Default. He is portrayed as a pragmatist who is willing to sacrifice his public reputation and even risk his personal safety to gain an advantage against the post-human threat. This commitment to Japan is so profound that in the second season, after discovering the American Empire's direct involvement with the AI code 1A84, which creates post-humans, Tate decisively breaks with them, stating he will no longer represent or work for the American Empire.

Key to his role in the story is his relationship with Aramaki; by reactivating Section 9, Tate provides the operational unit with a political mandate to act, placing him as a crucial, if often unseen, player in the investigation. His character arc shows a development from a figure who is initially perceived as beholden to foreign powers to one who actively defies them in defense of Japanese sovereignty.
