In the Thunderbolt Sector, after his superiors are killed in action, he is selected to pilot the experimental FA-78 Full Armor Gundam as a propaganda tool and due to his status as the highest-ranking surviving pilot. His actions in this mobile suit lead to a brutal stalemate with Lorenz in the Psycho Zaku, resulting in his capture and torture by Zeon forces. After the One Year War, Fleming is held responsible for the loss of the Full Armor Gundam and is relegated to a rear-line post. He later uses his family connections to secure a position on the Pegasus-class ship Spartan, where he is assigned the RX-78AL Atlas Gundam to continue hunting remnants of the Psycho Zaku project.

His key relationships are crucial to his development. He shares a complicated bond with his childhood friends, the mechanic Cornelius Kaka and the acting captain Claudia Peer, though the war creates a rift between them. He does not get along well with his sister, Kathy Fleming, who holds a controlling stake in the family business.
