Raffles III is the Imperial King of Tokyo in the anime Fire Force, an elderly ruler recognized at a glance by his long, braided beard that reaches down to his chest. He is the reigning sovereign of the Tokyo Empire and holds the highest political authority in the land, with formal command over the empire's military and its Special Fire Force brigades. Beyond his political role, Raffles III is the supreme secular patron of the Holy Sol Temple, the dominant religious institution of the world, which makes him the living link between the empire's government and its faith.

His background is tied to the history of the Holy Sol Temple and the royal line that supports it. Raffles III reigns in the era following the Great Cataclysm, the world-shattering disaster that reshaped civilization. After that catastrophe, the temple came to be regarded as the beacon of civilization that holds society together and as a symbol of hope. The imperial line carries the name Raffles, connecting the current emperor to Raffles Smith, the historical figure associated with the temple's founding. Unknown to the public, the original Raffles Smith was killed by a demon that absorbed him and stole his appearance, and this demon went on to establish the religion as a front to support the Evangelist. Raffles III therefore sits atop an institution whose true origins are hidden from him and his subjects.

In terms of personality, Raffles III is defined by his devout faith. He genuinely regards the Holy Sol Temple as the pillar of the world and the emblem of hope after everything was lost in the cataclysm, and because of this conviction he holds a strong distaste and intolerance for those who act against the church and its teachings. At the same time, he is a ruler who is more easily swayed by displays of power than guided by independent conviction. He appears authoritative on the surface but lacks deep knowledge of the true nature of his own religious system, and this gap between formal authority and actual understanding leaves him open to the influence of hidden forces.

His role in the story is primarily that of a figurehead whose decisions change the course of the conflict. Earlier in the series, Raffles III gathers all the Fire Brigades and commands them to search for a preacher believed to be responsible for the sudden and evil occurrences plaguing the world, ordering them to put a stop to his plans. This positions the emperor as an opponent of the White Clad and their mysterious leader. Later, however, his stance shifts dramatically. In the final season of the anime, Raffles III calls Captain Burns to the Curia in the Special Fire Grand Cathedral and informs him that the empire will unite with the White Clad. When Burns is horrified by the White Clad's true aim of turning the planet into a burning sun, the emperor allows their member Haumea to make her case, and after she demonstrates the Evangelist's power, Raffles III comes to accept the White Clad as the true faithful. This reversal, from condemning the Evangelist's faction as rebels to embracing them as allies, reveals his susceptibility to displays of supernatural power and his political weakness as a leader.

His key relationships are tied to his position at the top of the empire. He is closely connected to the Holy Sol Temple as its supreme secular patron, which gives his authority a religious dimension. Among the Fire Force, his most important relationship is with Captain Burns, the high-ranking officer he entrusts with sensitive orders. It is Burns whom Raffles III summons to announce the empire's alliance with the White Clad, and it is through Burns that the emperor's decisions reach the wider military apparatus, including the arrest of Captain Obi and the branding of Company 8 as outlaws.

His development over the course of the story is not one of personal growth but of gradual exposure of his limitations. He begins as a figure of unquestioned authority who orders the brigades to stop the White Clad, and he ends by bending to their will once confronted with the Evangelist's power. In this way, his arc illustrates how the empire's highest office, despite its formal might and religious backing, is ultimately a tool shaped by the forces that understand it best.

As for abilities, Raffles III possesses no notable combat skills or pyrokinetic powers. His strength is entirely institutional: he has the authority to command the empire's military and the Special Fire Force, and his role as the temple's patron lends his rulings the weight of religious law. His significance in the story comes not from what he can do personally but from what his office allows others to do in his name.
