Hotaru Tomoe is the civilian identity of Sailor Saturn, a central figure in the final arc of the Sailor Moon Crystal anime series, which concludes with Pretty Guardian Sailor Moon Cosmos the Movie. Her very existence is tied to the concepts of ruin and rebirth, making her one of the most powerful and poignant characters in the story.

Hotaru first appears as a frail and mysterious young girl, notably younger than the other Sailor Guardians. Her past is marked by tragedy; a laboratory accident during her childhood claimed her mother's life and left Hotaru herself on the verge of death. Her father, Professor Souichi Tomoe, made a desperate pact with an otherworldly entity to save her. When Hotaru’s own will, strengthened by her bond with Chibiusa, rejects the possession, Sailor Saturn finally awakens. As Sailor Saturn, she is the Guardian of Silence and Destruction, a soldier who only appears when a planet’s time has come to end, clearing the way for new life. Rather than being an enemy, she is a neutral force of cosmic necessity. In Cosmos the Movie, this places her among the Outer Sailor Guardians, who operate in the shadows, often making difficult decisions to protect the Solar System from existential threats.

Her notable abilities are tied to her Silence Glaive, a large weapon reminiscent of a scythe. As the Soldier of Ruin and Rebirth, her powers are absolute. Her defensive ability, Silence Wall, creates a powerful barrier to neutralize enemy attacks. Her primary offensive attack is Silence Glaive Surprise, which can annihilate foes. Her most feared and ultimate technique, Death Reborn Revolution, and the simpler act of lowering her glaive to "bring ruin to the world," possess the power to destroy an entire planet, an act that would cost her her own life. She also possesses non-combat abilities, such as healing minor injuries and having prophetic visions of future events, demonstrating a deep, instinctual connection to the fabric of existence.
