Description
Rhisely serves as the primary antagonist in *Lupin III: Farewell to Nostradamus*, leading the Nostradamus Sect. He wields a purported lost book of prophecies by Michel de Nostradamus, using it to predict catastrophic events like the destruction of a submarine near Negrepont and the hijacking of a plane carrying Brazilian soccer stars. Rhisely orchestrates these events to validate his prophecies, positioning his sect as humanity's only salvation and expanding his influence. His ultimate goal is to leverage the cult's power to dominate global wealth and political control.

To achieve this, Rhisely targets wealthy U.S. presidential candidate Douglas, who possesses the genuine Nostradamus book secured in a high-tech vault within his Earth Building skyscraper. Rhisely pressures Douglas to withdraw from the election by having his subordinate, Chris, kidnap Douglas's daughter, Julia. The book Rhisely cites publicly, however, is a forgery; the authentic prophecies remain locked in Douglas's vault, accessible only via a retinal scan from Julia or her immediate family. When Goemon infiltrates the sect and exposes the book as fake by cutting out pages, Rhisely's credibility falters, prompting Lupin III to seek the authentic book and dismantle the sect's legitimacy.

Rhisely's relationship with Chris deteriorates as Chris grows impatient. Chris advocates for more aggressive methods to seize the vault's treasures, while Rhisely emphasizes maintaining their facade of divine mandate. During a confrontation, Chris challenges Rhisely's leadership and declares his intent to accelerate their plans. Rhisely condemns this insubordination and authorizes Chris to eliminate Julia as leverage against Douglas.

In the climax, Chris betrays Rhisely by activating bombs planted throughout the Earth Building. As the structure collapses, Rhisely attempts to flee but falls into an elevator shaft. He survives the initial fall only to be crushed by a descending pendulum, resulting in his death. His demise ensures the sect's collapse. Rhisely appears solely in this film.
