Description
Kana Koumoto is introduced as a 27-year-old woman serving as an agent for the Bureau of Interstellar Immigration in FLCL: Shoegaze. Her appearance has matured significantly; she now wears professional business attire, consisting of a dark blazer and pants with a white dress shirt and black pumps. She also sports a bandage on her forehead, which is initially believed to cover her N.O. connection but is later revealed to hide a bump from drinking too much the previous night.

Kana's personality in Shoegaze has shifted from her teenage years, now appearing more serious and somewhat bitter. She expresses frustration about being called in on her day off, missing a hair appointment, and having had a security detail following her for over a decade. This bitterness stems from the weight of expectations placed upon her after she was believed to have saved the world as a teenager, though she is quick to credit the pink-haired woman with a guitar for that event. Her frustrations come to a head when confronting a younger teenager who mocks her for being a boring adult. Kana reveals that because people believed she would do great things, she was burdened with responsibilities she was not prepared for, and that her friends had all abandoned her over the years. Despite these regrets, she admits she is still willing to keep moving forward in life.

In terms of background, it is revealed that at the age of 20, Kana was recruited by Chief Tsukata Kanda for a top-secret project involving Tsuganei Tower. The project aimed to use her N.O. powers to power up the tower, which would act as a massive brain to amplify her abilities. Kanda convinced her to participate by telling her she could use this power to return the world to its previous state and become a hero. She had trained as a nurse after high school and had recently graduated when Kanda brought her in for this project, turning down a nursing job offer to focus on the experiments. For four years, the experiments continued unsuccessfully as her N.O. powers grew weaker.

Regarding her abilities, Kana possesses an N.O. channel, which allows her to suck up skyscraper-sized objects and create space-time rifts to teleport people and objects. When using her full N.O. power, her hair becomes like a flame, turning orange-red and defying gravity as it grows longer, while a thin rainbow aura surrounds her body. In Shoegaze, her powers have weakened from years of unsuccessful experiments, though she still works with the Bureau of Interstellar Immigration due to her unique capabilities.

Kana's key relationships in Shoegaze include her working relationship with Chief Tsukata Kanda, who recruited her and continues to assign her to missions. She also has unresolved feelings about her former best friend, Pets, who moved to Mars ten years prior. Kana still misses her and has been writing letters to Pets that she keeps in her car since there is no way to send them to Mars. Throughout Shoegaze, she hallucinates seeing Pets, Mossan, and Hijiri dressed in kimono for a Coming of Age ceremony, indicating she still cherishes those friendships despite the pain of their separation. Her role in the story involves being called in to assist with a situation where two teenagers have barricaded themselves inside Tsuganei Tower, bringing her back into conflict with the strange forces that have defined much of her adult life.
