Description
The Oniwabanshu, also known as the Oniwaban, is a group of ninja and covert agents originally in the service of the Tokugawa shogunate. In the world of Rurouni Kenshin, they were elite onmitsu, secret operatives responsible for protecting Edo Castle, gathering intelligence, and carrying out espionage and assassination assignments. After the fall of the shogunate during the Meiji Restoration, their official purpose disappeared, and the surviving members scattered into private life while preserving their skills, traditions, and fierce sense of pride.

In Rurouni Kenshin Part II: Kyoto Inferno, the Kyoto branch of the Oniwabanshu is centered on the Aoiya, an inn run by Kashiwazaki Nenji, an elderly former agent known as Okina. Although he appears to be a semi-retired innkeeper, Okina remains the de facto leader of the remaining Kyoto members and a formidable fighter who wields steel tonfa. He is serious, principled, and protective of both his subordinates and the city. When Kenshin arrives in Kyoto, the Oniwabanshu take him in and serve as his guides and allies, offering shelter and intelligence about Shishio and his movements.

The younger generation is represented by Makimachi Misao, a kunoichi raised by the group who was left in Okina's care as a child. She is cheerful, energetic, and deeply attached to Shinomori Aoshi, the group's last leader, whom she searches for throughout the story. Her combat style relies on kicks and agility, and she carries small blades such as kunai. Despite her youth, she embodies the group's loyalty and spirited character.

The most prominent figure connected to the group's legacy is Shinomori Aoshi, the Okashira, or head, of the Oniwabanshu. A genius in combat, stealth, and reconnaissance, Aoshi became the leader at a young age on Okina's recommendation. In this film, he has become consumed by the desire to prove himself the strongest fighter in Japan by defeating Kenshin, believing this will honor the comrades he has lost. This obsession turns him against his former family in the Oniwabanshu and casts him as an antagonist. He fights using a dual kodachi style and a distinctive oniwaban martial art, and his skills are regarded as the finest the group has produced.

The other members of the group bring specialized abilities that reflect the clan's espionage origins. Beshimi can fire poisoned darts from his hands, Hyottoko can project flames from his mouth, and Shikijo relies on overwhelming physical strength and a heavily built frame. These operatives, along with Okina's assistants, staff the Aoiya and support the defense of Kyoto. Their shared training includes stealth, infiltration, information gathering, and the use of unusual weapons and tools, including specialized throwing blades and tonfa.

In the film's climactic confrontation, the Oniwabanshu fight alongside the police, Kenshin, and his friends against Shishio's forces to prevent the destruction of Kyoto. Okina personally challenges Aoshi in the film to stop him from reaching Kenshin, a duel that highlights the division within the group between its protective traditions and Aoshi's path of revenge. Through these events the members develop in different directions. Okina shows that his commitment to protecting others and to the group's honor still burns strongly despite his age. Misao must confront the reality of Aoshi's choices while holding onto hope for his return. Aoshi remains locked in his single-minded quest, demonstrating how the group's warrior code and pursuit of strength can become a destructive burden in the new era.

The film places its focus primarily on Okina, Misao, and Aoshi, with the broader membership serving as supporting operatives. As a collective, the Oniwabanshu are defined by their mastery of ninjutsu, their intelligence-gathering skills, and their individual fighting techniques. Their legacy carries much of the emotional weight of the Kyoto arc, as former protectors of the old regime find new purpose in defending the city and its people during the Meiji period.
