Quinella, also known by the self-given title Administrator, is the ruler of the Human Empire within the virtual world called Underworld and holds the position of highest minister of the Axiom Church in the anime Sword Art Online: Alicization - War of Underworld. She is the central antagonist of the Alicization storyline, and the systems and institutions she created continue to influence events that unfold during the War of Underworld.
Quinella was born in the Human World of Underworld as the daughter of nobles whose marriage was arranged for political reasons. From a young age she displayed exceptional intelligence and talent, particularly in the Sacred Arts, and she used her abilities to rise through the ranks of the Axiom Church. Eventually she took the position of highest minister and declared herself the Administrator of Underworld, making herself the absolute sovereign of the Human Empire. With her deep understanding of the world's underlying system, she made herself effectively immortal and maintained her rule for centuries. To secure her power, she created the Taboo Index, a set of absolute laws that were engraved onto the right eye of every subject through the Seal of the Right Eye, so that any violation of the rules would bring automatic punishment. She also created the Integrity Knights, an elite order of warriors who enforced her authority, and she systematically suppressed any form of knowledge or technological progress that she believed could threaten her control.
Quinella is exceptionally intelligent, composed, and calculating. She is deeply self-interested and measures everything by how it affects her own survival, beauty, and authority. Centuries of absolute rule have made her detached from ordinary human concerns, and she regards the inhabitants of Underworld less as individuals and more as resources to be managed. Quinella is the main opponent of Kirito and Eugeo during the Alicization arc. The Taboo Index she established is directly responsible for the fate of Alice Zuberg, who is taken from her village for violating the law and later remade into an Integrity Knight under Quinella's authority. When Kirito and Eugeo travel to the Central Cathedral to free Alice, they come into direct conflict with Quinella, and their confrontation with her serves as the climax of this portion of the story. Although she is defeated there, her legacy continues to shape the world during the War of Underworld, because the laws, institutions, and conflicts she created influence the battle that follows.
