Description
Cumpa Rusita, originally named Piani Kaluta, is a character from the Regild Century era who holds the rank of Colonel in the Intelligence Division of the Capital Guard. His background is marked by a significant migration from space to Earth. Originally from the Venus Globe colonies, he became deeply disillusioned with what he perceived as the stagnant and apathetic精神状态 of humanity living in space. This dissatisfaction drove him to defect from Venus, eventually making his way to the Capital Territory on Earth, where he assumed a new identity.

On the surface, his role within the Capital Guard involves intelligence and monitoring, reporting violations of the SU-Cord religious doctrine to the authorities. He is a secret instigator and a master manipulator, covertly pushing the various factions on Earth—including the Capital Territory and the Amerian military—toward conflict. His primary motivation is a form of social Darwinism; he believes that a stagnating humanity can only be revitalized and forced to evolve and continue its development through the crucible of war and competition. To this end, he played a key role in the formation of the militaristic Capital Army, positioning himself as the hidden power behind the group, even though formal command rests with others. He also facilitated the spread of advanced technology, such as the designs for warships and mobile suits, to Earth's nations to accelerate their capacity for warfare.

Throughout the story, Cumpa Rusita maintains a calm and calculating demeanor, rarely betraying his true thoughts. He is a skilled political operator, navigating alliances and betrayals with ease. He procured the spaceship Garanden to serve as a mothership for the Capital Army's special Mask Unit. His key relationships are largely transactional and secretive. He is the hidden benefactor who, years ago, helped the children Bellri Zenam and Aida Surugan escape to Earth, a fact that becomes a crucial revelation. He works to gain the trust of the lunar colony of Towasanga while simultaneously plotting to steal their military assets, aiming to use all sides for his own ends.

Cumpa Rusita's character undergoes a notable transition from a shadowy mastermind to a figure who ultimately loses control of the situation he engineered. As the conflict escalates beyond his ability to manage, he is forced to flee from space back to Earth alongside Wilmit Zenam, Bellri's mother, whom he addresses as the child he raised. His end comes not in a grand battle, but during the chaotic final confrontation at the Guiana Highlands. While observing the combat between the G-Self and the mobile suit Mazrasater, his glider was kicked and sent falling from a cliff, leading to his death. In his final moments, he showed a complex and somewhat hypocritical distaste for the very brutality and inclination toward war that he had worked so hard to provoke in humanity.

In terms of abilities, Cumpa Rusita possesses no special piloting or combat skills of note. His power lies in his strategic intellect, his talent for espionage and manipulation, and his deep understanding of the political and technological landscapes.
