Description
Fyodor Dostoevsky is the primary antagonist of the series and the leader of a mysterious criminal organization known as the Rats in the House of the Dead. He is a tall, slim young man with long, dark, messy hair that reaches his shoulders and sharp, dark eyes that often give him a tired appearance. His typical attire consists of a white buttoned shirt and white pants, accompanied by a long, deep red coat with white fur trim and a matching ushanka hat. He also has a habit of biting the tip of his thumbs until they bleed and is known to play the cello, despite claiming to have a weak, anemic constitution.

Fyodor possesses a calm, confident, and extremely arrogant personality. He speaks in a straightforward and intelligent manner but possesses a truly sinister nature. He frequently talks about the sinful nature of humanity and possesses a strong religious belief, even calling himself a god as he believes it is his mission to rid the world of sinners. Despite his calm exterior, Osamu Dazai, his arch-nemesis, refers to him as a "demon," noting that they had met once in the past and that they are alike in their cunning and intellect.

As a master manipulator and brilliant strategist, Fyodor's primary motivation is to obtain a fabled artifact known as the Book, a blank tome on which anything written becomes reality. His ultimate goal is to use the Book to cleanse the world of what he considers the sin of ability users. He believes that by eliminating all supernatural powers, he can create a better world free from the chaos they cause. To achieve this, he seeks to destroy the two main ability-user factions in Yokohama: the Armed Detective Agency and the Port Mafia.

Fyodor first appears manipulating events from the shadows, taking a quarter of the Guild's funds after their defeat and forcing the Moby Dick into a free-fall over Yokohama. His cunning nature is best demonstrated during his orchestrated capture by Ace, a Port Mafia executive. While imprisoned, Fyodor psychologically manipulated Ace into believing a false reality, tricking the executive into committing suicide. After obtaining Ace’s confidential list of Port Mafia ability users, Fyodor coldly murdered a young boy named Karma to eliminate witnesses, stating that he granted the child mercy from a life of sin. He later orchestrated the "Cannibalism" incident, using a virus-type ability to poison the leaders of the Agency and the Mafia, forcing the two organizations into a tense, mutually destructive standoff while disguised as a police officer to personally stab Port Mafia boss Mori Ougai.

His most significant relationship is his rivalry with Osamu Dazai of the Armed Detective Agency. Dazai is the only person who can truly understand Fyodor's thought processes, and they acknowledge their similarities as masterminds. Their conflict is a major driving force of the plot, involving numerous psychological battles and counters. Following his capture by the government, Fyodor is imprisoned in the high-security facility Meursault, only to find Dazai placed in the cell next to his. From within the prison, Fyodor continues to direct his plans from the outside as part of the terrorist organization Decay of the Angel, manipulating events to frame the Armed Detective Agency for crimes they did not commit.

Fyodor's ability is named Crime and Punishment. For much of the series, its function appeared to be instantaneous death upon skin-to-skin contact with any living being, as demonstrated when he killed Karma with a single touch and killed a police officer who grabbed his arm. However, it is later revealed that this is a misconception. Dazai theorizes and recent events confirm that Fyodor's ability does not simply kill upon touch but rather activates when Fyodor himself is killed. Upon his death, his consciousness and ability transfer to the person who killed him, effectively allowing him to take over the body of his murderer as a new vessel. This process perpetuates his existence, making him extraordinarily difficult to permanently eliminate. He also possesses immense physical endurance and pain tolerance, as seen when he continues to function normally after being stabbed by a young boy. His ability was also notably immune to the effects of a mist that separated other users from their powers, with the ability manifesting and stating that it was the "punishment" for Fyodor's "crime" and that they were inextricably linked.
