Keiko Totsukawa is a character from the anime Tantei Kageki Milky Holmes TD, where she plays a role defined by deception and hidden motives. She is responsible for brainwashing Akechi Kokoro, her own police superior, to serve her purposes. Her reach extends further within her own organization, where she uses her memory-altering powers to control Shion, who is publicly presented as the leader of Color the Phantom, effectively making him a puppet. Her actions are a direct hindrance to the protagonists, as she works to steal the element of Marine Amagi and devises strategies to lure and trap characters like Feathers and the main detective duo, Milky Holmes. In one instance, she deliberately creates conflict between Kazumi and Milky Holmes by manipulating circumstances to make it seem as though Kazumi intends to become a phantom thief.

Her key relationships are defined by deception. She presents herself as a loyal and somewhat scatterbrained junior to Akechi Kokoro, whose name she often comically misremembers. In reality, she is her brainwasher and betrayer. Similarly, she views Shion as a useful tool to be controlled.
