Ken Sugisaki is a second-year student at Hekiyou Private Academy who serves as the vice-president of the student council, a position he holds for both the 32nd and 33rd councils. He earned his place through the blue chip seat, which is reserved for the student who achieves the highest score on the entrance examinations. This accomplishment is particularly remarkable given that he entered the academy with scores near the bottom of his class and had to study intensively to rise to the top.
Ken openly declares his ambition to turn the student council into his personal harem and frequently makes perverted or shameless comments to that effect, often leading to physical or verbal retaliation from the other members.
