Description
Pawoo Nekoyanagi (猫柳) captains the Imihama Watch, spearheading the vigilante group's defense of the city. She is Milo Nekoyanagi's older sister and marries Bisco Akaboshi after a romantic involvement. Pawoo possesses long, straight black hair extending past her waist, dark-blue eyes, and an athletic, well-endowed frame, marked by a prominent rust infection on her left side later fully healed by the Rust Eater mushroom.

Initially convinced mushroom spores caused the rust plague, Pawoo pursued Bisco as a terrorist. She confronted him after Milo's clinic was destroyed, rejecting his claims that mushrooms consumed rust. Bisco disarmed her by growing mushrooms on her weapon and defeated her. Treated with mushroom medicine, Pawoo discovered Milo had voluntarily joined Bisco's quest for the Rust Eater, prompting her pursuit.

Her journey reshaped her view of Mushroom Keepers. Encountering a couple trapped by a monster spider, Pawoo rescued them, only to find they lured travelers into traps. She confronted the couple, but they destroyed a tunnel exit to escape. Reuniting with Milo and Bisco, Pawoo accused Bisco of manipulating her brother. However, when the Pipe Snake captured her and endangered Milo, she reluctantly allied with Bisco for his rescue. Witnessing the Rust Eater activate via Bisco's blood shifted her perspective; she recognized Mushroom Keepers as scientific saviors, not terrorists.

Governor Kurokawa captured and tortured Pawoo to extract the Rust Eater's secret. She resisted, using a recorded message urging Milo and Bisco to flee instead of surrendering. Rescued by Jabi, Pawoo returned to aid him against Kurokawa's forces. Facing the Tetsujin, Kurokawa's giant mechanized weapon threatening Imihama, Pawoo devised a plan to breach its armor without triggering self-destruction. Requesting a reward from Bisco for this mission, she kissed him and used her pole to split the Tetsujin's helmet, exposing Kurokawa for Bisco and Milo to defeat.

Post-victory, Pawoo recovered fully from her rust infection and became Imihama's governor. She declared the city's independence from the Japanese government, ended the persecution of Mushroom Keepers, and removed Bisco's wanted poster. Pawoo wields masterful polesmanship and skilled hand-to-hand combat, employing precise techniques to disable opponents non-lethally, such as splitting armor without creating shockwaves.
