Description
Theodore Galloway, often referred to as Director Galloway, serves as the National Security Advisor to the President of the United States during the events surrounding the Decepticon resurgence. As a high-ranking government official, his primary function is to oversee and assess the national security implications of the ongoing Transformer conflict on Earth.
In terms of background, Galloway is a politically territorial bureaucrat who is fundamentally opposed to the Autobots' continued presence on the planet. He operates from a belief that the Autobot and Decepticon war is not humanity's burden to bear and that the Autobots themselves are the primary reason the Decepticons remain interested in Earth. Galloway holds a conviction that humanity is sufficiently advanced to defeat the Decepticon threat independently, without the interference or assistance of the Autobots.

This conversation is intercepted by the Decepticon Soundwave, who uses the information about the AllSpark shard and Megatron's location to launch a successful resurrection plan. After Optimus Prime is killed in battle and the Decepticon known as the Fallen issues an ultimatum demanding Sam Witwicky be handed over, Galloway uses the escalating attacks as justification to shut down NEST operations and order the Autobots back to base under heavy guard. He also suggests that turning the young man over to the Decepticons is a solution that must be considered.
Galloway's key relationships are almost entirely adversarial. He clashes repeatedly with Major Lennox and Sergeant Epps, treating them with open contempt. His relationship with Optimus Prime is tense and accusatory, with the Autobot leader calmly challenging Galloway’s flawed logic. The only significant development Galloway undergoes occurs when he is tricked by Major Lennox on a military transport plane. He survives the landing and later contacts General Morshower from an unknown rural location, only to be dismissed. In expanded comic materials following the film, Galloway shows surprising courage by drawing a Decepticon’s attention away from an injured ally, and eventually softens his stance on the Cybertronian issue, though his enthusiasm for fieldwork does not make him effective at it.
