The man who becomes Kamen Rider Stronger is Shigeru Jo, a young man of considerable bravado and an eccentric personality. He is often seen wearing t-shirts emblazoned with the letter S and a denim jacket featuring a rose emblem. His outward demeanor is bold and confrontational, often greeting his enemies with a whistle followed by a declaration that the heavens, earth, and people call for him to strike back against evil as the champion of justice.

Shigerus path to becoming a cyborg hero is rooted in personal tragedy. While a university student and captain of the American football team, his best friend and mentor, Goro Numata, was killed by the evil organization Black Satan, who sought to convert him into a cyborg soldier. Driven by a desire for revenge, Shigeru made the calculated decision to feign ignorance of their crime. Presenting himself as a villainous candidate, he tricked Black Satans scientists into performing the surgery that converted him into an electrical cyborg. At the moment he was meant to swear loyalty to the organizations leader, Shigeru revealed his true intentions and escaped, renaming himself Kamen Rider Stronger.

During his escape, he rescued Yuriko Misaki, an incomplete female cyborg who would become his partner, Tackle. Together, with the support of their mentor Tobei Tachibana, they fought against Black Satan and its top agents, General Shadow and the monstrous Mister Titan. Shigerus initial, revenge-fueled motivation gradually evolves into a broader, more selfless dedication to justice, particularly after a devastating loss. In a climactic battle against the Delza Army, the organization formed from the remnants of Black Satan, Tackle sacrifices her own life to save Shigeru. This event profoundly affects him, hardening his resolve to continue the fight against evil until the very end.

His development is also marked by a significant power upgrade. To combat the growing threat of the Delza Army, a scientist named Doctor Masaki performs a second dangerous surgery on Shigeru, implanting a Super Electron Dynamo in his body. This grants him the ability to enter a Charge Up state. In this form, parts of his armor turn silver and the S emblem on his chest spins, but the power comes with a critical limitation: Shigeru has only one minute to expend the excess energy, or his body will explode. This transformation is a pioneering example of a form change motif in the Kamen Rider series.

As Kamen Rider Stronger, his abilities are centered on the generation and manipulation of electricity. His forearms are exposed as metal coils when he transforms, which are essential for his power. To transform, he rubs these coil-covered arms together to build a static charge that activates his belt, the Electrer, which can store up to 50,000 volts. His combat techniques are diverse, ranging from close-range strikes like the Electro Punch and Electro Chop, which deliver high-voltage shocks, to long-range attacks such as the Electro Fire, which sends current through the ground. His signature finishing move is the Stronger Electro Kick, a powerful diving kick that delivers a devastating 100,000 volts of electricity. He also possesses electromagnetic abilities, allowing him to attract or repel metallic objects from up to 300 meters away. For transportation, he rides the Kabutolaw, a motorcycle that runs on static electricity drawn from the atmosphere, giving it an almost infinite range and allowing it to reach speeds of over 1000 kilometers per hour when struck by lightning.
