Forecast, a superpowered criminal, began his career in Johnny Bolt's gang. Following a prison sentence, he attempted to abandon villainy, turning to con artistry in New York City. There, he sold umbrellas at inflated prices during artificially created rainstorms, leveraging his weather manipulation ability to generate storms on clear days, localized lightning without clouds, and even indoor blizzards.

He later rejoined Johnny Bolt's crew for a major heist targeting the powerful Spanish supervillain, the Bastard. During the mission, Forecast employed his powers offensively, summoning lightning to incapacitate security guards outside the Bastard's mansion. He also chilled a vault door's hinges until brittle, enabling Sammy Diesel to rip it free. Inside the vault, he created intense cold to overcome internal security.

Amidst the heist chaos, Forecast confronted a clone of the superhero Praetorian and was quickly overwhelmed until rescued by the Gladiator. He successfully escaped with the crew and the stolen money. His share funded the purchase of a space shuttle and investments in meteorology studies to enhance his weather powers.

Forecast demonstrated habitual tardiness, arriving late to critical Bastard heist planning meetings after taking a bath. His power proved versatile beyond combat; he once defused a violent confrontation among crew members by generating rain to separate them. He also participated in an earlier Pittsburgh incident involving zombies, adding dramatic thunder to another villain's display before encountering superheroes.
