Ayakashi are described as masses of negative emotion without physical form that sustain themselves by possessing human hosts, creating individuals known as Ayakashi-tsuki. The city operates under the watch of a unique celestial being called the Tanchou Angel, a mysterious entity believed to be a type of ayakashi that guides pitiful souls towards paradise. The central narrative thread follows a young information broker, a role traditionally held by the Sunbern family, who is responsible for recording the citys true events and secrets.

As the story unfolds in the second volume Antengai Kisou Yakyoku, which serves as a sequel to the earlier Antengai Genso Kiroku, the focus shifts towards profound themes of mortality, resurrection, and the cycle of reincarnation.
