JoJo's Bizarre Adventure: Over Heaven is framed as the lost diary of the vampire Dio Brando, the same notebook that appears in the story arc Stone Ocean. The entries are written during the events of Stardust Crusaders, as Dio records his thoughts while the Joestar group closes in on him in Egypt. The diary blends immediate observations of the battle unfolding with deep reflections on his entire life, from his impoverished childhood in Victorian England to his rise as a vampire and his ambition to achieve what he calls heaven. Dio revisits his fractured relationship with his adoptive brother Jonathan Joestar, the cruelty of his father Dario, and the death of his mother, whom he recalls as foolishly kind. He also details his meetings with the priest Enrico Pucci, laying out the specific requirements he believes are needed to transcend human limits and reshape the world.
