Early in the story, a young, idealistic politician named Kenzou enters the race for mayor of a city that has been dominated by the same incumbent for forty years. Akagi begins offering him advice, but she has been hired by the opposing camp. Kenzou's earnest efforts, including old-fashioned door-to-door campaigning, are not enough; he ultimately loses, illustrating the gap between good intentions and electoral reality. Later arcs follow a former nightclub hostess running for a district council seat, a shy student launching a school president campaign from the bottom of the social hierarchy, and a listless second-generation candidate entering a by-election just to preserve his family's seat. As the volumes progress, the revenge plot takes center stage. Akagi seeks out old allies of Kurogane, the shadowy figure she believes is tied to her father's death. In volume five, her next client turns out to be Kurogane's former secretary, forcing her into the ironic position of working for someone on the enemy side while searching for leverage. Volume six finds her confronting another of Kurogane's old associates; at the same time, the team she is supporting in an upcoming mayoral race faces a series of suspicious setbacks. Akagi responds with her characteristic ruthlessness, deploying spies and playing on both loyalty and betrayal to protect her undefeated record.
